Contract Description:
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for which proposals are being requested. This solicitation W91364-17-T-0040 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. This solicitation is being solicited as Unrestricted, under Full and Open competitive procedures. The NAICS code that applies is 334290. This action will result in the award of a firm fixed price contract.
Requirement is for replacement of Fire Panels (purchase and install); Brand-name or Equal to existing equipment and components (to include requisite compatibility/functionality with equipment that remains). See attached statement of work and additional documentation, for further details.
Site visit is currently scheduled to be held on 19September 2017, @ 10:00am EST. Location of meeting is:

Physical walk-thru will follow initial meeting brief. While site visit attendance is not mandatory, in order to submit bid for this requirement, interested offerors should be cognizant of FAR provision 52.237-1.
All attendee names shall be forwarded to the Contracting Officer (Gordon Strom, gordon.m.strom.mil@mail.mil ) no later than 1:00pm, 18 Sep 2017. Representatives shall report to front gate entrance, reside at parking location as determined by Security Forces, and will be escorted back to meeting by a Government representative. Note that failure to arrive at front gate prior to 9:55am may be grounds for exclusion from site visit, as there will a one-time escort for all attendees (i.e. escort will not return to front gate for those who arrive late).
Anti-Terrorism training requirements are attached to this solicitation, due to installation of equipment requirements.
Evaluation of offers: lowest priced technically acceptable (LPTA). Summary of how contractor will perform work shall be submitted, along with cost estimate. Contractor is not required to utilize attached contractor estimate form template; however, similar format and detail is expected to be submitted as part of offeror proposal. All bidders shall have current System for Award Management (SAM) registration, as a part of valid offer submission.
See attached Provisions and Clauses document, which applies to this solicitation.
Request for Information (RFI) template is attached to this solicitation; contractors shall utilize this document for all requests for information related to this requirement (regardless of type of inquiry).
All requests for information (RFI) shall be forwarded to the Contracting Officer via email (Gordon Strom, gordon.m.strom.mil@mail.mil ) no later than 1:00pm, 26 Sep 2017.
