SYNOPSIS OF CONTRACT ACTION

FEDERAL SIGNAL CORPORATION

ANTI-TERRORISM MASS NOTIFICATION SYSTEM – GIANT VOICE

(ATMNS-GV)

The Air Force Test Center (AFTC), OL-AF Plant 42, Palmdale, CA intends to issue a sole source, firm-fixed price contract to Federal Signal Corporation (FSC), to provide required supplies and ancillary services. The anticipated contract will be a commercial, firm-fixed Price (FFP), purchase order. The required items are as follows:

a turn-key plant-wide FSC, ATMNS-GV, which is legacy at Edwards AFB, for personnel alerting across OL-AF Plant-42; the ATMNS-GV shall be capable of providing outdoor mass communications to Plant 42 and must have system compatibility with the Edwards AFB ATMNS-GV.

 

The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(i). This authority is supported by an approved limited source letter (see attached letter). The applicable NAICS code is 334210 and the size standard, as defined by the U.S. Small Business Administration, is 1,250 employees.

 

This notice neither constitutes a Request for Quote (RFQ) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government.  THIS IS NOT AN RFQ AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.

 

The AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition.  The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.  When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.  The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified below.
