NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT
The United States Army Engineering and Support Center, Huntsville (CEHNC) hereby gives notice of their intent to award a ‘C’ contract for 12 months to Code DX Inc., 9 Bayview Ave, Northport, NY, 11768-1502 (Cage Code: 7QDQ0) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.501(a) and 6.302-3(a)(2)(ii) – Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services.
The Office of Deputy Assistant Secretary of Defense (Systems Engineering) (ODASD(SE)) leads the Joint Federated Assurance Center (JFAC), have a requirement to establish a contract for Code DX Inc. subscription services to provide a suite of Software Assurance (SwA) tools and techniques across the Department of Defense. Market research results indicate that Code DX Inc. is the only source capable of providing the required subscription services. The purpose of providing these tools and techniques throughout the software development lifecycle is to reduce the security vulnerabilities in deployed software. JFAC holds meeting with stakeholders and charter member organizations to evaluate available commercial offerings. Each product is evaluated based on the method of deployment, the flexibility of end user licensing, and suitability for operation according to JFAC procedures. From those available software packages, JFAC selects one from each of the five “families” of code analysis software based on budget availability and enterprise requirements. The five “families are: Static Analysis, Dynamic Analysis, Origin-Analysis, Vulnerability-Analysis, and Architectural Modeling. As such, the government intends to procure these subscription licenses on a sole source basis from Code DX Inc., the original equipment manufacturer (OEM) of the subscription licenses.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Nonetheless, responsible sources may submit a response, which, if received within ten (10) calendar days after the date of the publication of this notice of intent to award a sole source procurement, will be considered. A determination by the Government not to compete this requirement based upon responses received as a result of this notice – is solely within the discretion of the Government.
Business concerns are encouraged to respond to this notice for the requirement described in the Statement of Work (SOW) Attachment 1.
The Government will not reimburse respondents for any costs incurred in preparation of response to this announcement.
The NAICS code is 511210, Software Publishers and has a size standard of $38.5M.
All timely responses will be considered. No hard copy or facsimile submissions will be accepted. The Government does not intend to rank submittals or provide any reply to interested firms.
