Contract Description:
NAVSUP Fleet Logistics Center (FLC) Norfolk Philadelphia Office intends to procure, for the Commander, Navy Installations Command (CNIC), the continued maintenance and support of the Enterprise Safety Application Management System (ESAMS) on their Navy servers. The ESAMS system is comprised of a unique suite of web-enabled applications that support and integrate safety and occupational health, traffic safety, recreational and off-duty safety, explosive safety, emergency management, fire and emergency services, anti-terrorism/force protection, security, and the chemical, biological, radiological, nuclear, and explosive (CBRNE) program. HGW and Associates has developed this fully integrated and powerful web based system of applications which has been implemented throughout CNIC, NAVFAC, and other tenant commands and organizations. ESAMS utilizes a centralized database that allows personnel, supervisors, department coordinators/administrators, command administrators, regional administrators, claimant administrators, program administrators and commands providing base operational support (BOS) administrators, a system to track information that supports compliance for their OSHA, NFPA, National Fire Administration (NFA), DoD, Navy requirements: i.e., training, metrics, inspections, respirator fit tests, and occupational medical surveillance, equipment tracking, voluntary protection program compliance (VPP), personnel requirements, etc.
This is a sole source action to be awarded to HGW and Associates LLC. HGW is the only firm who can supply the required services for the acquisition. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. It is anticipated that a Firm Fixed Price (FFP) contract will be issued as a result. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice.
