SOURCES SOUGHT ANNOUNCEMENT

This Sources Sought (SS) is in support of Market Research being conducted by the Defense Human Resources Activity (DHRA) Contracting Directorate to identify potential sources and to determine if this effort can be competitive or a Small Business Set-Aside.
This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited at this time.
DHRA Contracting, on behalf of the Defense Civilian Personnel Advisory Service (DCPAS) located at the Mark center in Alexandria, VA is requesting information, pursuant to FAR PART 10, in support of Market Research to identify potential sources for an Online, cloud-based, Survey Software and 360 Degree Assessment Tool.
Potential Sources must be an American-based company with proven direction to Federal Security Requirements, and be either Federal Risk and Authorization Management Program (FedRAMP) Ready or FedRAMP in process.
BACKGROUND: DCPAS develops, implements and administers a broad array of leader development and mandatory training programs for Department of Defense (DoD) civilian personnel. In an effort to better manage and improve the effectiveness and impact of training programs, DCPAS seeks cloud-based software with the capability to design and manage a performance-based measurement system tied to learning. The implementation of such technology will enable DCPAS to continue to provide premier learning programs in the most cost effective manner.
A previous effort for this requirement was issued to Qualtrics Labs, Inc.
Potential sources that can provide the same or similar product for this effort shall be companies who have a licensing agreement or are authorized resellers with the Data Rights Holder or Original Equipment Manufacturer. The company responding to this SS must have manufactured or sold the subject or similar item within the past 18 months.
The proposed North American Industry Classification Systems (NAICS) Code is 511210–Software Publishers, which has a corresponding Size Standard of $38.5M. The Government is interested in all businesses to include, Large Business, and Small Businesses. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, if necessary, provide a suggested NAICS code if you suspect NAICS 51120 is incorrect.
The government requests that interested parties respond to this notice in writing including details of your ability to either provide required software along with a copy of the OEM licensee agreement certifying your business is approved by the OEM to manufacture or sell this software.
THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.
