Contract Description:
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.
(ii) This solicitation, W91SMC-19-Q-6003 is being issued as a Request for Quotation (RFQ).

(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-100

(iv) This procurement is total small business set-aside. The associated North American Industry Classification System (NAICS) code is 722310 and the small business size standard is $38.5 million.

(v) Commercial Item Descriptions: The contractor is to provide all personnel, management, tools, equipment, materials, supplies, transportation, labor, and supervision necessary to accomplish in accordance with the Performance Work Statement.

(vi) Line Item 0001 – Subsistence, in accordance with Performance Work Statement. Shall include 2 meat entrees, 2 starches, 2 vegetables, gravy, soup, salad for salad bar, 1 dessert, milk bladders, coffee, tea, and 4 fountain sodas for each of two days on 2 serving lines. Menus will be provided by the contractor and agreed upon prior to the period of performance.

Line Item 0002 – Labor, 300 meals; following the PWS of two days on 2 serving lines and the salad bar lines, Saturday includes 150 meals, Sunday includes 150 meals. At a minimum there should be enough personnel required to have two servers, and two line backers to provide refilling of food and occasional cleanup of salad bar area.

Line Item 0003 – Contract Manpower Reporting. Contractors are required to report all labor hours, regardless of contract type, via one of the four enterprise-wide Contractor Manpower Reporting Applications (eCMRA) at

(vii) The services will be provided at 280 Special Operations Communications Squadron (SOCS) 209 Wallace Dr, Dothan AL 36303, following a notice of award for Catering Services issued and a physical inspection of the food preparation site visit.

(viii) The provision at 52.212-1, Instructions to Offerors — Commercial, applies to this acquisition and a successful Offeror will address all items within the addenda of this provision.

(ix) The provision at 52.212-2, Evaluation — Commercial Items, is applicable. Basis for award is trade-off. The Government intends to make a single firm-fixed price award. The following commercial item is requested in this solicitation:

Submission Requirements: Vendors shall submit their Response to the Request for Quote in three volumes entitled Volume I – Company Name Past Performance Package, Volume II – Company Name Technical Capability Package, Part I: Staffing and Management Plan (includes food worker organizational chart, food handler certificate or equivalent, and current successful Public Health Certificate, Part II Quality Control Plan that includes public health inspections, analysis and action required to ensure quality of food, the operational techniques and the activities used to fulfill and verify requirements of food temperature, proposed preparatory and serving schedule, and plan of action for ensuring that meals do not run out during serving, Part III – Location. Volume III – Company Name Price Package. A successful Offeror will address all items noted above.

(x) A successful offeror shall include a completed copy of the provision at 52.212-3 Alt-1, Offeror Representations and Certifications — Commercial Items, with its offer and address the items listed within the addenda of this provision.

(xi) The clause at 52.212-4, Contract Terms and Conditions — Commercial Items, applies to this acquisition.

(xiv) Defense Priorities and Allocations System (DPAS) is not applicable to this solicitation.

(xv) A food vulnerability assessment may be scheduled with the contract awardee of the food preparation establishments at any point pre-award. Interested contractors shall be required to provide the location that food preparation takes place as part of their solicitation response. All questions will be posted as an amendment to this solicitation. Questions will not be accepted after 3 Jan 19 that point in time.
