Contract Description:
The U.S. Army Corps of Engineers, New England District is issuing this Pre-Solicitation Notice for the Design and Construction project for Family Housing Replacement at the U.S. Army Soldier Systems Center (NSSC) in Natick, Massachusetts. The NAICS code for the work is 236220. Work under this contract is expected to begin during the winter of 2018 and extend over a 24 month period. The estimated project cost is between $15,000,000 and $20,000,000.
The project will require a Design-Build (D-B) Contractor to design and construct twenty-eight (28) replacement Family Housing Quarters. Project includes garages, storage, patios, backyard fencing, landscaping, individual unit utility meters, hard wired interconnected smoke detectors, carbon monoxide detection, automatic fire sprinkler systems, residential heating and air conditioning, and equipment and appliances for fully functional residences. Project includes neighborhood amenities, walkways, roads, storm drainage, street lighting, utilities, information systems, environmental measures required by law and associated supporting infrastructure. Project shall comply with the Army Standard for Family housing, will require enhanced commissioning upon completion to validate energy performance and must obtain LEED Silver certification. Final design and construction shall be in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards and specific NSSC Anti-terrorism/Force Protection requirements. New housing will be designed for a 50 year life and comply with standards in Unified Facilities Criteria 4-711-01 and Army Sustainable Design and Development policy.
This is not a request for proposals at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about April 4, 2018. Neither telephonic, mailed nor fax requests for hard copies will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (http:/www.fbo.gov).
